Ok, in the present tense, the verb "to be" is "tá". But you couldn't say "conas tá tú", because it doesn't make sense. "A" is one of many little essential words that don't translate into English. Saying "conas tá tú?" would be kind of like saying "how be you?", while "conas atá tú?" is more along the lines of "how are you being?". And "atá" is an abbreviation of "a" and "tá".
So, to sum up, "Conas atá tú" = "How are you being".
