One thing I hate about long articles: It doesn't get to the key points fast enough.
For example, I was reading a book when I was younger about the Wright brothers, it began with "It was a sunny day in May".
I don't give a shit about it being a sunny day in May. What did they and how did they accomplish their objective is what I want. It was a nothing thing. A bunch of clutter. It distressed the shit out of me.

I was actually addressing the fact that the sentence you mentioned distressed you so.
I am guessing this book was one of those books which treats the events therein as a story rather than an encyclopedia article. Because the events are a story and books that treat stories like a timeline don't sell well.
So the author wrote it like a story.
Including things like details about setting, which are in a story.
Because you were reading a story. One about real events, but a story nonetheless.

I'm talking about using it as a cop out, its a nothing thing cop out, it's perfectly explainable what that voice they hear in their head is.

I actually thought about this a few days ago. If I thought I had received a message from God, should I act on it or not on the off chance I wasn't insane? It's really impossible to know unless you're 100% sure there isn't a god and even then, you could be wrong, especially if you're of sound mind. I concluded that I would act on it because it's better to be safe than sorry.
And it's a good excuse for a power grab.
