The combiniation of Water and Fire can floor everything except Water and Dragon type pokemon.

water fire can be countered, it just requires the right pokemon, there are many types that both water and fire are neutral to, Flying, fighting, Ghost, Dark to name but a few, it just requires the right pokemon and skill, which is something all trainers need to have

For example, a Quagsire or whishcash

To be honest, Marshtomp probably is capable of flooring everything in there, but it's move pool isn't diverse enough.

It's more that my strategy got thrown off, because I was gonna floor the fire gym with Marshtomp, and floor the water gym with Shiftry.

So maybe it's a good thing I lost.
