New Breakup of the USA OOC

Map update!!

Added player states to legend, changed names, removed Illinois, switched color of NJ, added Alaska to California's west coast alliance, and made it look neater with island fills and such.

Ah, I see what he did. He mistook the two military parts as the same number.
Thai Laos: You might want to lower your military points that deal with your military population. 3/4 would be plenty.
