It all depends on the person. Perhaps the sort of exceptional dictator I'm imagining can't exist, but until that's proven it's a valid theory. And it'll probably remain a valid theory even after that, since there are far too many possibilities for it to be entirely impossible. Unlikely, most definitely, but not impossible.
