If the US had to lose a state I think either: California, Cascadia, New England, or New York State.

California should then definitely ally with Cascadia, and the two countries shall be a bastion of freedom and liberalness in North America.

That's a bit laughable considering the great budget problems California's had since the recession.
If any State could survive on it's own, I think it would be Florida. The State government's done a relatively good job staying within budget in these tougher times. Housing market may have gone to the shitter, but economy's decent overall. Tourism industry already brings in a great amount of revenue, especially when the market's good. International business opportunity could expand, particularly because of proximity to Cuba (and under this scenario, Florida's sovereign ability to lift embargo).
Texas might be able to as well... but I like the idea of Florida more because it leaving the Union wouldn't disrupt the borders of the Continental US.

You'd, of course, get an excuse to expel Obama early, and it isn't like Hawaii actually does anything with its statehood.

How does the south lack human rights or quality of life? Statistically, they do have the lower life expectancies but how does that relate to development?
Really, economic growth isn't part of development? Bull crap.
