The question is only really about who should bear the responsibility - the person trying to sell the gun, the person trying to monitor the sale, or the person trying to buy. Placing the burden at the buyers end limits excessive paperwork, by limiting the pool of required assessments to only serious (potential) transactions.
I have a right to a gun, allowing certain restrictions on me and the weapons I might own, providing they aren't overly restrictive.
And in Arizona you have the right to carry a concealed weapon without a concealed-carry permit. That might be part of why the Pima County Sheriff is upset about this. Just a thought, because I didn't notice anyone in the crowd blowing the shooter away, the way we're always told honest, gun-owning citizens will in situations like this. I believe one of the people who tackled him was herself wounded.
