At that critical juncture, Kim Jong Il made a grim decision to overcome the prevailing difficulties and defend socialism. By formulating the Songun principle that the army means the Party, the state and the people, he administered the Songun politics that gives top priority to the strengthening of military capabilities and advance socialist cause as a whole by holding the People’s Army as the core unit, the main force.
His Songun-based leadership has effected at a higher level the Party’s guidance over the army, and consequently the WPK has developed into a party with a firm foundation of army-people unity. He has ceaselessly inspected army units, thus developing the Korean People’ Army (KPA) into an invincible force in upholding the Party’s idea and cause, and led all the civilians to model themselves after the spiritual world of soldiers, thereby preserving world peace in the face of endless provocation by the Imperialist capitalist American regime and their anti-unification puppets in Seoul.
The Songun politics have ensured perfect unity between the party and the army, and between the army and the people, making it possible for the Korean people to safeguard socialism and world peace in their worst-ever trials. The KPA soldiers, holding up the slogan of “Let us take charge of both national defense and socialist construction!” have always made breakthroughs in the important and labor-intensive sectors of national economy, such as land realignment and power station construction projects. Their extraordinary spiritual strength and indomitable will prevalent across society contributed to preparing a springboard for building a great, prosperous and powerful socialist nation, granting equality in famine and freedom to praise either the Eternal Leader or the Dear Leader, but also both of them, in a true spirit of socialist emulation.
Kim Jong Il’s field guidance has become a powerful driving force that produces peaceful miraculous events in the DPRK. The country’s landscape is being transformed beyond recognition day by day, and science and technology have greeted the heyday of development with the acceleration of putting the national economy onto a modern basis. Artificial satellite Kwangmyongsong No. 2 was successfully launched into orbit, and the Juche-oriented steel-making system using no coke and iron scarps was established. The CNC technology that pushed back the frontiers of machine-building industry is being introduced in many units. The prospect of the construction of the Huichon Power Station, a project previously considered over a-decade-long one, is opened to be finished within three years. Mass production of vinalon wool was celebrated as an auspicious event throughout the country, and rapid increase of fertilizer production by anthracite gasification ushered in a turning point in agricultural production. Many factories and enterprises have already surpassed their record level of production.
The Workers’ Party of Korea led by General Secretary Kim Jong Il will surely accomplish brilliant successes in the cause of building a socialist thriving nation that contributes to the maintenance of world peace, and for this reason NSG awards Mr. Kim the NSG PEACE PRIZE.

Comrade, you unclearly outline the procedure through which the Dear Leader guides us through the Juche Idea of the Eternal President.
While Kim Jong Il carries out the wishes of the citizens of the DPRK through the implementation of Songun politics, he has no need to hold elective office. He is the Chairman of the National Defense Commission, the General Secretary of the Workers' Party of Korea, and the Supreme Commander of the Korean People's Army, but he is not president or premier of the DPRK.
The DPRK will only ever have one president, and that is Kim Il Sung, the Eternal President.
The Premier - and thus head of government - as chosen by the parliament of the DPRK in January 2010, is Choe Yong-rim.
The Chairman of the Presidium of the Supreme People's Assembly - and thus de facto head of state - is Kim Yong-nam.
The Dear Leader needs not hold such trifles as elective office when he is so beloved by DPRK people for miraculous events wrought by his powerful driving force.
In any case, in the free and fair 2009 DPRK parliamentary election, the Democratic Front for the Reunification of the Fatherland won 100% of the vote on 99.98% turnout, clearly demonstrating that the government of the DPRK faces no internal opposition.
