Cutting off the hand was a typical punishment for theft in that area, much like stoning was a typical punishment for adultry.

Perhaps he should have thought that his hand will be cut off before he committed a crime.

Why? Proportionality is important. Losing your hand over some chocolate isn't justified. All it really does is encourage a life of crime, since how is the person supposed to be able to do honest work with only one hand? Why on earth should the punishment make it harder for the man to live an honest life afterwards?
