I've noticed the same problem occurring in a number of different regions... When the Founder of a region isn't chosen as WA Delegate or Premier/Leader in regions that have a form a government, they revoke administration rights from the WA Delegate, and keep control of the region.
Founder rights seem to me to be more of a blessing than a curse. I can understand that the founder of a region doesn't want some schmuck changing everything, but that's the risk that comes with starting a region. If you want to keep control, don't open your region up to a form of government that might end up not voting you etc.
Anyway, just thought I'd say my piece and be done with it... Founder Administrative Powers can potentially create more problems than they solve
