Well some websites use Twitter to promote business, for example retailers with special deals. Some bloggers use twitter to communicate with fans. If ns had a twitter to update new topics, every subscribers feed would be full of links to ns topics drowning out other people they are following. Maybe it can have a fanpage on FB. The site doesn't really need more promotion.

Every site needs promotion, including this one. It's not that today 1,000,000,000 people are active on the forum.
I would like the idea, I could peek on Twitter if something is launched that's worth my attention. My Twitter page is open all the time, the forum page isn't.

Every site needs promotion, including this one. It's not that today 1,000,000,000 people are active on the forum.

No, we don't need anymore promotion. If we get too many people we'd have so many capacity problems the site would be down more then up, we'd have to make a huge transfer to another server, recruit a shitload of Mods. it would be completely insane.
Besides, Twitter is useless. That is why I direct you to this informative comic.

Increased traffic = more ads = more momney = more money spent on server space = more people = increased traffic. Rinse and repeat.
Fact is, smaller systems are simpler systems. Increased size is only nice, to a point. Eventually you get some many inconsiderate people posting that the site devolves into 4chan. Enough publicity to keep an equal number of newcomers, to match the number of outgoers, with enough forum activity to create some fun stuff, is all we need here. We don't want anything more.
And my informative comic was dealing more with why Twitter is a largely useless website.

Yes but topics are posted at a high rate around here. Maybe it could work if there were Twitter Accounts like nsgeneral, nsii, nsf7 etc otherwise there would be update overload on your Twitter feed.

Or, you know, people could read the error message on their screen and realize that NS has crashed.
