Don't Ask, Don't Tell doesn't do that. It orders them not the be flamboyantly extravagant about their own sexual orientation.
Don't Ask: The military won't ask about sexual orientation.
Don't tell: The soldier won't mention that he/she's homosexual.
The law doesn't (or should I say, didn't) say that it's okay they are open about it, provided they don't put on assless chaps, rainbow shirts, and start thrusting into guys' faces. It says they simply can't be open, at all.
