This is huge abuse of statistics. The majority of rapes are done by people the woman knows because she will spend more time in vulnerable situations with those people. It doesn't at all follow that you will be safer among strangers in similar situations. That's like saying that it is safer for a Frenchman to walk around in war-torn Baghdad than it is for him to walk around in Paris, since far more Frenchmen are killed in Paris than Baghdad.

It is the thought of many that younger girls who dress scantily and provocatively are inviting harrassment and other unwanted contact upon them. In other words, if the girls didn't dress this way, they wouldn't find themself in that predicament. The same could also be said about their carriage, if them acted decently, modestly, no unwanted contact would be thrust upon them either.
