This group planned this out, and intentionally broke Target's policies. Target's policies are irrelevant. Justification is irrelevant. What they did remains legal, and that's the only important aspect. Well, that and whether they got their point across.

The thing is, they shouldn't have started in the first place. The disturbance was preplanned (as evidenced by the bullhorn, video camera, and "coupons" they were handing out), and I've seen signs at the Target stores near me stating the solicitation policy.
