Me?
I hear babies cry, I watch them grow
They'll learn much more than I'll ever know
And I think to myself, what a wonderful world

It is impossible for anything to be free, it always has a cost in the goods and services to make it.

Only if you want very high taxes to pay for it. Free health care is not really free, we all pay the same amount through taxes, no matter how much or little we use the service.

I'm Canadian, in Ontario.
I can walk in and get whatever done (for the most part), free.
But waiting takes a long time and we get taxed highly for it.
So it's not free. It's great in many ways, but flawed in many others.

Would elective plastic surgery be considered health care? Should it be considered?

Frivolous also include braces, medication (no matter how vital), and ambulance rides. Also, what is and isn't covered changes from province to province since Heath Care, like Education, falls largely under the provincial jurisdiction and not the federal one.
