Hebrew "shalom" can mean more than just settling conflicts.

It includes things like reconciling accounts at the end of a business day, or getting all the crops in.

The impression I get is of a condition in which things are literally "reconciled" just as financial accounts are reconciled; they are brought into their correct place and relationship.

I doubt that the ideal of peace can be realized on a large scale, but whenever possible, especially in relationships that matter to us, we should be willing to put ourselves in the other person's shoes, and compromise.

And we do it all the time; it's how we get contracts, including labor contracts, among other things.

And it's how marriages hold together.

Sorry...first thing that popped to mind...don't even like that song, leastwise not the original version.

But, I personally think peace is when people stop judging others based on what we don't understand...

Peace is unity, calm, universal safeness.

Peace can be achieved through many ways, but certain ways are more frowned upon than others. You will find that many labeled "madmen" merely sought to create peace, albeit with methods unpopular to many.

I've never read about a period of 'peace' in history that involved an absence of conflict. I've also never read about any lasting 'peace' which wasn't, at the root of things, secured by superior force of arms.
Peace, therefore, seems most accurately described as:
1.) the period of time between the defeat of one enemy and the rise of another
OR
2.) a period of minimum conflict achieved by the image of near invincibility (by one or more parties).
