Not many Buddhists left in India, I'm afraid. Although with the PRC not religion-friendly or Tibet-friendly at all, a monastery in Japan would maybe be a better place.

? The whole of the Tibetan Government in Exile is in India.

Huh? Atheism is probably the easiest "religion," if you could call it that, to fake. I remember hearing a story about Sunni in Iraq trying to memorize the Twelve Imam and other Shi'ite doctrine so they could convincingly pretend if stopped by a Shi'ite gang. Are these theologians really expecting people to slip up?
