Except Russia already has NATO on its borders with countries that aren't Ukraine, which had 0 chance of joining NATO before 2022. The hypothetical invasion of Mexico also wouldn't be justified.

Let's be honest though, if mexico sided with China tomorrow to protect it from America, the rest of the world would laugh at America. Russia can blame themselves for all their neighbors going "America and western Europe, please defend us from these guy to our east."

So the diffirence between the two situations is that China pulling troops into Mexico or Canada would be for no reason at all the US did not tried to invade either of the two nor did it threaned them to do so. On the other hand we have Russia who has already invaded Ukraine twice before that already invaded Georgia twice which means Ukraine trying to join NATO would just be Ukraine trying to get allies that can deter a Russian invasion China pulling troops into Mexico or Canada would just be a agression on the US.

1. There is no domestic political movement whatsoever that supports having Chinese troops actually physically on the North American continent.
