I guess that depends how far back you wanna go... Neanderthals, even if we assume you mean the first Homo Sapiens, didn't have a civilization or any definiable culture. So no, I wouldn't count them as having any claim.

Yes, I was trying to be sarcastic about Altergo's claim. But, de facto, many people today live like the first human beings - for example, for pygmies, bushmen and aboriginees, little has changed since back then. Does that make their right to a homeland less valid?
