Hogsheads are a lot smaller than they were the last time I checked.

Also, English spelling is confusing enough that teachers should just bite the bullet and tell the kids to memorize the spellings of any words that confuse them, since there aren't any hard and fast rules to help one out. English is just a difficult language, and we should be teaching our kids something easier in the first place, like Klingon.

Technically the gallons per hogshead changes bye type of alcohol used.

Well, it's just a mnemonic device, it's not the end-all be-all of teaching grammar. I don't see that it's been particularly useful anyway given how prevalent incorrect spellings are.

Same way all educational policies are enforced...principals walk around the school and observe what is being taught. If teachers aren't following the mandated curriculum, they are disciplined.
