Most likely they are filling on behalf of a resident who has asked them to do so. Hence they are acting as the legal team of resident/multiple residents.

TikTok may not necessarily be representative, but the article does clearly demonstrate that TikTok is either affecting or affected by actual popularity of candidates; the excerpt quoted by Pangurstan cites a poll, for instance.
