I believe municipal funds are also a thing, yes.

I figured for larger cities like St. Louis or Kansas City, but I wonder if smaller towns can afford it still with a lack of state funds.

I don’t know about them. Here; the libraries get funding from multiple sources.

a poor, bedumbed, traumatized society cannot by definition exercise the basic expectations of democratic governance

and for that, you have to start early -- kids either going hungry or yearning for the mines -- and thorough -- by destroying any expectation that government can actually work for them, by minimizing positive public outreach to the absolute minimum AND maximizing public cruelty to the absolute maximum

I think they should both be/have been (I don't know the statute of limitations) arrested and given a long prison term.
America was already a banana republic (NOTHING against the American people, just how their systems have gone downhill) under Trump, if anything they were one under Ronald Reagan and possibly before.
