Instead of moving it, move around it. Divert the Potomac to follow the DC maryland border, thus definitionally erasing DC from existence.

I must say that I am glad that there are a lot of interesting ideas presented here. I especially like people pointing out that no matter where you move the capital it will probably be in a predominantly Democrat run city as most large cities are blue. That was one aspect I completely failed to see when I drafted the OP. I also like how people who disagree with my OP do it in two ways, primarily:
A) very politely
B) very rudely
Even more delightful, about 1 in 10 people actually post something that's not a joke! :rofl:
