I think he refers to how badly the AKP and their allies in the MHP have fucked things up in the name of political Islam, including the shoddy construction in the southeast, which came from local AKP governments putting their cronies in charge. Secularism does not equal incorruptability. This is coming from someone who generally favours secular government. Incorruptability comes from other factors.
