2.China
3.Nazi germany

5.Saddam Hussien's republic of Iraq

10.Islamic republic of Iran

I agree that the U.S. doesn't belong on it, because really, how the hell could it go on it? Throughout the 20th it never participated in organized murder, other than war, but why are you specifically prohibiting it?

Well, it depends on how loose your definition of war is. Strictly fighting enemy combatants isn't murder, but war generally includes civilian deaths, some of which are collateral damage or just required for strategic purposes (such as the U.S. bombing of Japan), and others are of which are plain murder (such as German extermination of Jews during an occupation).
