From what I understand most did not. If I recall right Russia had an issue with supporting the prison population considering how rampant disease and the like was. I wonder though, drug resistant TB was pretty common in prisons in Russia. Wonder how bad it is spreading in Ukraine considering how easily transmissible it is.

It almost certainly was. Russia has released convicts out against their enemies before, under the premise that Russia is now on the defensive. But never to a PMC with survivors, so they probably did not account for pardoning violent criminals who basically had free reign over East Ukraine.
