The Russian Air Force, if it’s not a paper tiger, is still mostly intact, and that would be the most dangers part about it.
So there is still threat to the wider world, for instance if world war three broke out and China Russia Iran were the axis, Russia would still bring considerable value to that.
I wouldn't call their air force a paper tiger but it's clearly not world class either. Obviously any nation is going to struggle to match the US in terms of airpower, but even still their air force has not been terribly effective or even present in this war a lot of the time.
