The world government can kill everyone who ventures near the ice wall(a monument task, it's huge), have technology that can replicate the functionality of satellites and divert lasers somehow, have the entire staff of NASA and every other space agency fooled or working for them, but it can't find one man in California and kill him?

The government can't even run a decent public transport scheme, what makes you think they're competent enough to find and assassinate everyone who learns the truth? Especially considering the nature of the counterconspiracy organisations serving to protect those people.

If they're so incompetent, why isn't it public knowledge that the Earth is flat?

Well, because the world government hides that knowledge from everyone, obviously. It's incompetent in many areas, but not those that are important to it, such as hiding the flatness of the earth.

What's more, society has become ingrained with the notion that the earth is round. Thus, even if people found proof of the earth's flatness, as we have, no one would believe it. The world government can therefore afford to not execute people who know the truth because they will be ostracised and called crackpots anyway.

In direct opposition, Flat Earth Theory only requires us to believe what our direct senses tell us. The earth is exactly as it appears: a plane. The stars are really just lights a few thousand miles away, which is easily demonstrated through astronomical parallax on a plane surface. The sun is not astronomically large, but a small sphere which hugs the surface of the earth. The shadow on the moon is just a shadow which could come from any celestial body. The earth is the only known material world, quite different from tiny swirling cosmos above our heads.

In addition Flat Earth Theory requires us only to believe in things we have verified for our own selves. Instead of following media hype like a dog to the whistle FEers seek to learn the prime and universal truths for their own selves.
