Remember the democrats in the 20th century When affirmative actions didn't go nearly as far, and those stimulus bill recently done weren't nearly as common or extreme? The democrats were generally better than the republicans (in my opinion of course). He started his political career in 1976, and his policies (which were moderate even then) stayed pretty consistent. He was the senior house member, even over Pelosi as he was forst elected to congress in 1990, until he lost re-election in 2020.

Your also forgetting times have changed. political coalitions have shifted. In 1976 many rural areas still voted Republican. Carter also won many southern states.
