If it's hard to vote them out then the answer is making it easier for people to vote, making it easier for people to run, take money out of elections, allow for recall elections, shit like that. The answer isn't arbitrary limits on how long someone can stay in office. The limit on how long someone can stay in office should be how long their constituents want them in office.
