Your local government can’t do much. Things that would normally be handled at the local and county in every other state have to go to a statewide referendum.
Your state constitution if I’m not mistaken is one of the longest in the world.

Garland was a disappointment waiting....there's a reason why Mitch suggested him prior to pulling the bait and switch on Obama. The man is no progressive.

It's not even that he is not a progressive, he has literally no spine. Just as useful to Donald Trump as Bill Bar as he doesn't want to appear "political."
Of course, putting Trump above the law is also a political act, but one he is more comfortable making.
