It will have little to no affect on California. You continue to vastly overestimate the importance of candy smoke. And I can only go by what you post as to what you think and what you posted was complete clownshoes.
We shall see. People are demanding with their habituative and addictive indulgences. They are not adverse to maintaining their conveniences through extra-legal sources. Furthering the already substantial black market in a state mismanaged as badly as California is unwise to say the least. It adversely affects not just California but the Western States as well.
