Who would win; 1 billion lions or 1 of every Pokémon?

1 billion lions. That's a lot of lions.

You yourself reminded us, that the Pokedex does not apply, but even without, we have enough material to point towards, for instance...
As of the recent years, the Pokémon animations became quite cool - looking at Generations here. They also give a good indication of the power of various Pokémon with metrics we can kind-of categorize. Remember Episode 2, when Looker and the police storm Viridian Gym? The Machamp bashing in the wall, the Arcanine melting another one (and a hallway in the process)? The melting point of Concrete (presuming the Gym is built out of regular concrete as we know it and not some Pokéverse specific variation or another material altogether, known or unknown to us) is at around 850 °C. At 907°C, you are at the boiling point of zinc, at 841°C you are melting Calcium. Mind you, that is only when these processes begin and does not account for the seeming ease and viscosity we see in the next shot (which makes one of the officers question his life choices).

That being said... for all the negative things one can say about the 12th Pokémon Movie (Arceus and the Jewel of Life), one has to say one thing: Who needs heavy artillery if one has a Llama that knows Judgement?

Some Pokemon have solar beam and destroy like half of the lion army.

Not only that ('magic' for a given definition of the term), but the lions would take up so much space, that the vast, overwhelming majority would simply not see the Pokemon, let alone smell them, before they decide to take a pee and fight over territory, mates, food (read, other lions) and so on.

I know. a lot of people were, though, and I was using that to show that that scenario is a lot less interesting because it would be an instant win.

...let's just say, that there have been a few new games since then... there is a reason why there are now 950 Pokémon instead of the original 151 (not counting Missingno and other glitches). We are now approaching Generation IX, each generation containing the release of a new pair of mainline games (or more, looking at you, Black 2, White 2, UltraSun and UltraMoon) and God knows how many of the spin offs (Mystery Dungeon, yay! : D), plus the obligatory remakes.
Pokémon prints money.

That being said, and in order to return to the topic, a question to everyone on Team Pokémon: As it seems reasonably easy for the Pokémon to win by destroying the very atoms of he lions in one way or the other, how about we make it a bit more difficult - how would you go about defeating the lions without harming one of them?

Arceus could just throw them to somewhere else in time and/or space - even another universe entirely.

If Pokédex is 100% true, then Pokémon.
If game mechanics, maybe lions
