Who's stopping them from living in peace with their neighbors? So far all I have seen is the illegitimate "government" of that pseudo-state evacuating people. Other than the actual corridor the Republic of Azerbaycan has not liberated any new territory after all, they're free to stay where they are. As for the control - hopefully that won't be an if but a when.
