After First Karabakh War Armenia captured not only most of Nagorno Karabakh but also 7 districts surrounding NK, which had ethnic Azerbaijani majority. The control of Armenian forces over 7 districts surrounding NK was charachterized as “occupation” by 4 UN Security Council resolutions. In 1997 and in 2011 Azerbaijan offered Armenia to return those regions in exchange of peace guarantees and sending international peacekeepers to NK. However, several Armenian governments wanted to use those regions as bargain in negotations process. Armenia’s refusal to return those regions made Second Karabakh War inevitable.

While it is indeed subjective whether it should be recognised - the answer is simply, no.
