How should the US reduce crime

I think we need to have a civilized discussion of what we should do about the crime in this country.
In my opinion the best way to reduce crime is to fund welfare and give out money to those at risk of committing a crime because of the fact that crime is caused by poverty and we can only prevent it by ending that issue.
