Remote + Panachage PR Electoral System (à la Got Talent)

Hi,

Many talent shows (like Got Talent and friends) allow viewers to cast vote (often more than one vote) for their favorite acts (either via phone, SMS, or Internet). The fate of acts are determined solely on these votes.

However, very, very few real-life countries use remote voting system similar to above (the only example is Estonia AFAIK). So I decided to take on this idea to build my own electoral system; combining Got Talent-style voting (Remote + Panachage) with PR (proportional representation) principle.

At first, I based the system on PR family. That is, every party contested the election got their seats in proportional to their share of votes. To ensure stablility of resulting parliament, there is 5% total national vote threshold. In order to distribute seats to parties that passed the threshold, unmodified Sainte-Lague highest averages method is used and the seats are distributed per-constituency basis.

Second, there is no polling stations. Instead, voters cast their votes on their home by visiting the designated website and vote there.

Third, every registered voters are given predefined amount of vote (let's say 10) to be cast. They can vote for just one candidate, or for multiple candidates (hence called panachage). But unlike IRL panachage method, they can vote for the same candidate more than once (as long as not exceeding 10 votes limit).

Four, much like traditional PR systems, voters are assigned to constituencies (electoral districts) according to their living place. They can vote for candidates wishing to represent from their own constituency.

Now going to post-voting.

Much like talent shows, there will be live interim results at certain total counted votes. And at night, there will be instant, official end-results where the percentage of votes for each party are shown, and the distribution of seats and the elected candidates are determined.
