Philadelphia stands alone in this. Every candidate for governor has called in unnecessary. It is increasing by a very small number. Hospitalizations and deaths should be what matter not cases.
The mayor should not have the power to make mandates at their leisure. We don't elect monarchs.
I don't agree with the mandate and do think it should be based on hospitalizations and deaths, but the Mayor having such power is not a new thing, nor is it a violation of any constitution or law.
A mayor is well within their rightful power to enact something like that though, and the only "solution" would be to vote them out next election.
