No, it's not. The region has hosted a multitude of culturally and linguistically distinct communities since at least the 9th century, and many of these have formed independent states. Ukrainians are about as artificial as Russians or Belarusians despite the Kremlin's attempts to obfuscate history and engage in erasure and genocide.
