I've tried to rewrite the answer to this question several times, but I don't think I can answer it. It's too complicated. There is no simple reason why Putin is in power. This is a combination of a huge number of factors.
Even Russians don't have a clear answer to the question of why Putin is in power. Partly as you say, yes. But these are very superficial reasons. Our state parliament passes up to several thousand bills a year, Putin has been in power for 22 years, it is simply unrealistic to give this work an unambiguous characterization.

I agree. It's hard to focus on a single reason. But I'll add some further thoughts. I think Putin is able to rule Russia for so long because he is able to effectively personify the strength and characteristics of the nation. In a way, he IS Russia. Strong-willed, calculating, ruthless when he needs to be, decisive, survivalist, alternating between brute force and calculation. This is why the oligarchs went with him and not another ruler or representative, he's the personality best able to personify the glory of the nation.
You'll find this of all great leaders (they tend to personify the national character). For instance, Napoleon was a massive risk-taker but also highly skilled in combat and very philosophical (making him a uniquely French ruler... astronomically strong when he's at his best, and sometimes not so effective... just like in football). Putin is not the same kind of ruler, because Russia in general doesn't roll like that (you don't have some general on a horse with bright colors, it wouldn't fit the Russian style... no, instead you have someone in a suit making calm-headed speech while meeting your gaze).
In the post Soviet world, Putin is the new Russian century. He's able to straddle that world between communism and capitalism, keep it all Russian, and generally do so in a way that's in keeping with the traditional character and strengths of the nation.
