It's not even a great suggestion that Ukraine was going to get nuclear weapons, more an observation that the agreement that everyone entered into when Ukraine surrendered their nuclear weapons was broken. Which should be obvious since Russia invaded Ukraine in 2014 and Russia was a signatory to guarantee Ukrainian security.

Here's my take Biden was a Warhawk he foolishly went out and asked for a regime change. Zelenski threatened nuclear rearmerant and joining NATO, This could have all been settled in 2014. A few bits of land could have been taken or the establishment of a buffer state. Hell maybe Ukraine could have just stayed neutral and all these people would not have died on both sides.
