All sanctions are more likely to have an impact on the general populace then on the leadership. This is also true of war in general. Or really just about everything. Powerful people can almost always insulate themselves from harm.

This is a pretty bad article, because it says "the Geneva Conventions prohibited thermobaric weapons from being used in combat," which is just uncritically repeating Ukrainian sources, and then contradicts it a few sentences later.

Thermobarics (I guess vacuum bomb sounds scarier) are regulated the same as any other incendiary under international law - like the molotovs and (smaller) thermobaric weapons used by Ukraine. An oil depot is a perfectly legal target for them.

They include demilitarizing Ukraine I think? Which isn't going to happen while they're being invaded. I think it's possible that Putin will withdraw anyway if the invasion goes poorly enough, but he's going to need something to save face.
