Russia basically built pipelines to transport oil/natural gas through Ukraine as the Soviet Union, but didn't build as much infrastructure in the other ex-Soviet states. But actually yeah, how many people live in the west of the Dnieper + Odessa region to Transnistria? Seems like it's the place Putin wants to occupy, leaving west Ukraine as a NATO ally akin to West Germany. The more people living in the East, the far worse the insurgency will be.
