It should be easy to show that they've made an effort. Politicians could keep records of "billable hours" like lawyers do, or just show that they brought up the proposal several times in committee.
Honestly, this so easy to do that my main concern is they would just make token efforts. They never seriously pushed for the idea, but it would be difficult to prove otherwise.
If bringing it up in committee is all takes what is the point of this law?
To punish them for not doing stuff.
