Or Turkmenistan where there is no genuine choice in an election as the opposition parties are approved by the government to give the appearance of free and fair elections.

Not violating the first amendment. You can’t just print whatever you want we have laws that prevent you from defaming someone.
Same applies here. If you never intended to do what you promised and it was just to get voted to get into office then it’s fraud otherwise it’s not
