How are we going to determine what constitutes fraud here? If you promise something but make limited to no effort to do it’s considered fraud?

It wouldn’t because fraud laws don’t violate the first because of intent. If you intend to lie to gain power it’s fraud. Otherwise no.

Not violating the first amendment. You can’t just print whatever you want we have laws that prevent you from defaming someone.

Same applies here. If you never intended to do what you promised and it was just to get voted to get into office then it’s fraud otherwise it’s not
