I've looked over the geopolitical situation for the entire world as it is presently. It is perhaps the case that China is the closest equivalent the real world has to the Galactic Empire of Star Wars. Love or hate China, they appear to be the single most powerful anti-democratic and authoritarian faction that exists out there. Plus China routinely breaks human rights to enough of an extent that I can see they'd have more in common with the Imperials from fiction.

If there were a way to implant explosives into prisoners' heads that explode if they try to escape outside the boundaries of their prison, it'd be China that'd be willing to attempt that.

Maybe because the PRC's neighbors don't agree that the PRC is entitled to represent all of Asia, and the US and the EU is not about to abandon its allies in the region that date from the end of second world war, just to soothe the PRC's feelings.

Russia also won't really ally with the PRC because of the PRC's major territorial claims against Russia, and Russia isn't very happy with the PRC claiming the Arctic as well and trying to push itself in as a near-Arctic state.
