It’s not that anti satellite tests are being conducted, it’s that this particular one done by Russia seemed to intentionally threaten the iss.

If I were to guess, I'd say it was an intentionally calculated move on Russia's part. Since the US has human launch capability from its own soil again, Russia no longer has as much of a reliable cash cow for its space program, and views the ISS as a financial burden. Basically, "if I can't have things my way, why should anyone have it at all?"

This test also explains why Russia recently made it illegal to report on its own space program.

Again, like a third of the ISS and its current crew is Russian. Why would they intentionally put their own station and cosmonauts at risk?

Then who else do you propose did it?

If it can't be Russia for those reasons, then it can't be the US, either. That's half of the nations with ASAT capabilities ruled out. India has no reason to do it, especially since they enjoy fruitful cooperation with Russia on military and aerospace matters, and they would have nothing to gain by committing an act of war against them. China has the means to do it, and has grudges against both the US and Russia, but they wouldn't be so bold as to provoke the nuclear superpower on their own doorstep in such a manner.

Again, I'd like to point out, international law means that the only satellites you are allowed to shoot down are ones you own, and so shooting someone else's sat (even if its dead) is a significant diplomatic incident at best, and an act of war at worst. And whoever shot it would know this, and would have to be prepared for the consequences.

There's always at least 2 Soyuz docked at the station, enough to bring home everyone aboard. Plus whatever American capsule happens to be docked at the time.

I'm not saying Russia didn't do it, I'm just doubtful threatening the ISS was intentional.

I find it extremely hard to believe Russia said "Lets test our shiny new missile by shooting a satellite without checking whether it will endanger our own assets!"
