That position has nothing to do with Maoism or communism. Public schools in their current form do have factory era policies that at this point are relics. The bell to begin and dismiss classes, for class changes, etc., are based off the bells that marked deadlines in factories. That is not a coincidence as schools would for the most part educate students who would graduate and work in a factory, and thus are designed to condition them accordingly.
A valid argument can be made that this is outdated.
