No, but governments should be able to buy and make public IPs that are significantly important to humanity as a whole. (they probably already can, but they should do it more) For example, they should do this with patents for things like medicine that can treat underrecognized diseases in developing countries (specifically, miltefosine, which treats visceral leishmaniasis, is a much better treatment than the current paromomycin, but costs at least ten times more and paromomycin is already really expensive for the people that need it the most).

Oh, and nobody should be able to effectively extend copyright/patents indefinitely (it's sort of not legal, but they do it anyway)
