World Assembly - in reelity more like the EU than the UN

The UN does not require members to follow all their rules and such (OK they do), but reality there are so many who fail to comply. In the EU I read that some of the new Eastern Bloc countries have made rulings against the EU in their governments - and I read that is not allowed. So what happens now?

I can't tell if you mean the NationStates World Assembly or the actual EU and UN. At any rate, the OP here is rather deficient.
